This project is a cooperative effort between the National Ocean Service, Office of National Marine Sanctuaries, the National Centers for Coastal Ocean Science, Center for Coastal Monitoring and Assessment, the state of Florida, Analytical Laboratories of Hawaii, LLC., the Florida Fish and Wildlife Conservation Commission, and NOVA Southeastern University, National Coral Reef Institute. The goal of the effort is to use NOAA-developed mapping methods to produce shallow-water (<30 m) benthic habitat maps of southern Florida. The maps are generated by visual interpretation of georeferenced IKONOS and WorldView-2 satellite imagery. The underwater video clips and still images are collected to either perform ground validation (GV) of seafloor habitat features during visual interpretation of high-resolution satellite imagery and map preparation or independently assess the accuracy (AA) of the habitat map.
Purpose:
The National Ocean Service is digitally mapping southern Florida shallow-water coral reef ecosystems to support research, monitoring, and management activities. The underwater video and still imagery provided by NOS are being provided to support these activities, support visual interpretation of satellite imagery for mapping, and independently assess the accuracy of the habitat map.

The positioning of the Ground Validation (GV) sampling points was acquired using a Trimble GeoExplorer 3 with a customized data dictionary designed to reflect the NOAA Classification Scheme for Benthic Habitats of the southern Florida. Many habitat determinations were made in the field, recorded in the GPS data logger and transferred to ArcView GIS using Trimble Path Finder Office Software. Those GV files that did not have habitat determinations made in the field are identified with "Not Classified." The positioning of the Accuracy Assessment (AA) sampling points was acquired using either a Magellan Mobile Mapper CX GPS with 2 SBAS (Satellite Based Augmentation Systems) or waterproof Garmin 76CSx GPS with Wide Area Augmentation System correction. An observer categorized the video clip or still image for each site for Detailed Geomorphological Structure and Detailed Biological Cover based on the NOAA Classification Scheme.

5,398 underwater video clips or still images were collected at 4,554 unique stations.

The sites for collecting ground validation underwater video clips and still imagery were selected to specifically investigate habitat types and gradients of habitat spectral signatures and spatial extent. All areas where uncertainty existed on the part of the photo interpreter during habitat delineation were investigated in the field. Waypoints in these habitats areas were generated on the georeferenced imagery using a GIS. The waypoints were then loaded into a GPS and, using a boat, were navigated to. Underwater video clips or still imagery and exact GPS positioning were obtained. For GPS positioning, one hundred GPS positions were collected at one-second intervals. The 100 positions were averaged to determine the GPS position of each survey point. The data were post processed for differential correction. The type(s) of seafloor habitat found in the vicinity (a 10 m circumference) of each site was explored. If needed, additional underwater or still imagery and GPS positions were collected to evaluate seafloor habitat transitions for areas being mapped and in relation to the minimum mapping unit (MMU). The sites for collecting accuracy assessment underwater video clips or still imagery were determined by a GIS-based, stratified random sampling (StRS) technique. 30-40 points were randomly placed within each Detailed Biological Cover class in the map using tools in ArcGIS at a minimum distance of 30 m apart. Site locations were loaded into the GPS. A boat, kayak, or jetski was used to navigate to the site. Site positional accuracy was 1-3 m. At each site, a Sea Viewer 950 underwater color video drop camera with a Sea-trak GPS video overlay or color digital camera in an underwater housing was used to take pictures and/or video of the site. The camera was lowered to the bottom and either still images of video clips of length 30-120 seconds was collected.

Completeness_Report:
During the benthic habitat map production effort, hundreds of ground validation field sites were occupied for habitat characterization. These data were included in the resulting benthic habitat map dataset as a GIS layer and the draft map was edited based on these ground validation field data. All areas where uncertainty existed on the part of the photo interpreter during habitat delineation were investigated in the field. All ground validation field data were integrated into the map products. During the independent accuracy assessment of the habitat map, hundreds of accuracy assessment field sites were occupied. These data were used determine the thematic accuracy of the habitat map at the major and detailed geomorphological structure and biological cover levels of the NOAA classification scheme.

Point accuracy of ground validation sites was determined by three tests producing circular RMS statistic. Point GPS data were acquired by repeated occupation of a fixed point yielding a 95% sigma RMS of 5 meters compared to the position mean. Replicate GPS positions were collected after navigating to a way point by boat yielding RMS value of 5 meters. Registered monuments were occupied and replicate positions collected yielding an RMS value of 3 meters. Thus, all point features in these ground validation data are at least 95% sigma of 5 meters. Point accuracy of accuracy assessment sites was determined using GPS with a positional accuracy of 1-3 m. Because accuracy assessment points were located in a GIS using stratified random sampling procedures to ensure sufficient sites were within habitat map polygons, RMS error budgets were not required.

The first draft of each benthic habitat map was generated by visual interpretation and on-screen digitization of habitat boundaries from remote sensing imagery, and areas where habitat determination was uncertain were identified. Waypoints in these areas were generated on the geo-referenced imagery and over laid on the draft maps in the GIS. The areas were printed and water proofed in preparation for taking them into the field. The waypoints were navigated to and occupied using the appropriate size boats. The habitat was observed and GPS data collected. One hundred GPS positions were collected at one-second intervals for each survey site. The positions were averaged to obtain a single survey point. The data were post processed for differential correction to the nearest Continuously Operating Reference Station. The general area was explored and, as needed, additional GPS positions were collected to mark transitions between habitat types of areas mapped at the level of the minimum mapping unit (MMU). The underwater video or still imagery ground validation data were overlaid on the imagery with the first draft habitat map in the GIS. The habitat polygons were edited to resolve uncertainties. These ground validation point data are provided in this thematic GIS shape file. The accuracy assessment involved using a number of statistical analyses to characterize the thematic accuracy of the benthic habitat map. Assessing the thematic accuracy of the entire map space was not feasible, so representative portions of the entire habitat were tested. Error matrices were prepared for the Major and Detailed Geomorphological Structure and Biological Cover levels of NOAA classification scheme. Overall accuracy, producers accuracy, and users accuracy were computed directly from the error matrices. Random sampling stratification ensures adequate representation of all map categories, by assigning an equal number of accuracy assessment sites to each benthic habitat map category. This caused rare map categories to be sampled at a greater rate (observations per unit area) than common map categories. The bias introduced by differential sampling rates was removed using known map marginal proportions, i.e. the relative areas of map categories. The map marginal proportions were calculated as the area of each map category divided by the total area within the accuracy assessment area boundaries. The map marginal proportions were also used in the computation of confidence intervals for the overall, producers, and users accuracies. The efficacy of the habitat map was further examined by computation of the Tau coefficient, which adjusted the overall accuracies based on the number of map categories, allowing for statistical comparison of error matrices of different sizes. As a classification metric, Tau is a measure of the improvement of the classification scheme over a random assignment of polygons to categories, bounded between -1 (0% overall accuracy for 2 map categories) and 1 (100% accuracy for any number of categories).
