Abstract:
"To assess the current capacity needs of those monitoring/managing corals reefs and marine protected areas in Micronesia and whose activities are currently being funded by the NOAA cooperative agreement; MCT developed a capacity needs checklist. The checklist assesses the organization or agencys capacity to monitor, enforce and effectively manage MPAs in their state or country. Although the abovementioned activities are carried out differently in each place, the checklist coupled with other assessments done will help guide the prioritization of filling capacity needs in the region. Overall the monitoring programs in each state or region had either adequate or sufficient capacity to monitoring their MPAs. In Palau, for example, PICRC has the capacity to monitoring the MPAs they are currently working with, however not all the MPAs in Palau have government agencies or NGOs with the capacity to monitor and manage their respective MPAs. Capacity for enforcement of MPAs varied, however, all completed checklists sited a need for improved enforcement. Equipment needs were also highly variable among the jurisdictions. The majority of the monitoring teams completing the survey lacked dive management plans, cpr and other dive safety related training."
