Abstract:
The purpose of this study is to compile in one document different investigations or assignments done by attorneys, alumni of the University of Puerto Rico Law School at the request of the National Oceanic and Atmospheric Administration (NOAA) regarding: (1) the concept of natural reserves and marine ecosystems in Puerto Rico and their management plans; (2) the legal base of public participation in the creation and implementation of said management plans; (3) financial mechanisms for natural reserves; (4) other legal concepts, apart from natural reserves, for the protection of marine resources, and (5) recommendations for strengthening the concept of natural reserves with marine ecosystems"--P. 3.
