The Nature Conservancy
In 2010, The Nature Conservancy (TNC) begins the collaboration agreement with the National Oceanic and Atmospheric Administration (NOAA) to preserve and protect nationwide coral reefs in Puerto Rico. One of the main objectives of this partnership is to support the Department of Natural and Environmental Resources of Puerto Rico (DNER) in their efforts to manage coral reefs and improving management effectiveness in protected natural areas. The focus of this analysis was the 30 DNER-protected areas (PAs) of which Forests National Tres Picachos and Black Toro appear in the results as a single unit because of its proximity, staff and objectives, pressures and shared threats. The original purpose was intended only for the evaluation of protected areas that within the four priority areas for conservation of coral (Culebra, Reserves Northeast, Guanica and Cabo Rojo). However, it was decided to use the funding to expand the existing reach to know the situation of the whole system of protected natural areas, the connectivity between them and the most important common threats. The methodology of the Assessment and Prioritization Quick Management of Protected Areas (RAPPAM) was developed by the World Wildlife Fund (WWF) to evaluate the effectiveness of management systems or groups of protected areas formally designated for these purposes. The same is intended to achieve the following objectives: Identify strengths and weaknesses in management Analyze the scope , severity, prevalence and distribution of a variety of threats and pressures Identify areas of high importance and vulnerability in ecological and social terms Indicate the urgency and priority of conservation for individual protected areas Help develop and prioritize appropriate policy interventions and steps to improve effective management of protected areas .
