"The Southgate Pond/Chenay Bay APC Comprehensive Analytic Study and proposed management plan was prepared under the authority of the Coastal Zone Management Commission. The Study and proposed plan is intended to serve as the overall planning and management framework within which the various planning and regulatory entities carry out their respective authorities. It is intended that the policy framework contained herein be incorporated into the policies and review criteria of those entities, including, but not limited to, the Department of Planning and Natural Resources (DPNR), the Department of Housing, Parks and Recreation (DHPR), the Port Authority, the Water and Power Authority (WAPA), the Department of Public Works (DPW), the National Park Service (NPS), the U.S. Fish and Wildlife Service (USFWS), the U.S. Army Corps of Engineers (USACOE), the U.S. Environmental Protection Agency (USEPA), and the Department of Property and Procurement. This Study will serve as a guide for future decisions concerning the area. Future development activity should be consistent with the Study and proposed management plan"--Pages iv-v.
