Abstract:
This manual and the associated training have been developed to help marine protected areas (MPA) managers and practitioners strengthen compliance with their MPA regulations by developing or strengthening Compliance and Enforcement Programs. This includes developing or refining plans to guide Collaborative Compliance and Enforcement Programs and developing or refining Standard Operating Procedures (SOPs) for collaborative field operations. The manual provides an overview of the critical elements of effective compliance and enforcement programs providing many case studies. It also takes participants through a simple assessment and planning process to support creation of or strengthening of compliance and enforcement program plans. This includes all aspects of an effective compliance and enforcement program from effective MPA rules; enforcement authority and cooperation between key actors; education and interpretative enforcement; field operations for surveillance and enforcement; citations, apprehension and arrests, and prosecution. The manual is specifically focused on supporting collaborative compliance and enforcement efforts where numerous stakeholder groups work together to strengthen compliance and enforcement. These may include MPA management agencies and their local staff, formal enforcement agencies such as resource enforcement agencies, police, marine police, and military with various roles in MPA and resource enforcement, non-governmental organizations, and local community members who may play key roles in supporting observation and compliance and in some cases are provided with enforcement powers"--Introduction.
