Promotes environmental regulations to protect marine life and ocean ecosystems vulnerable to cruise ship pollution. Recommends reducing and regulating cruise ship discharges to improve water quality; improving monitoring and inspection; strengthening enforcement; improving air quality controls; devloping education and training programs; and improving research and development. Promotes implementation of regulations under Executive Order 13158 to identify ocean areas that need additional pollution protection, to adopt marine water quality standards, and to give states authority to designate no-discharge zones for protection of sensitive ecosystem
