Updating C-CAP for Western Puerto Rico

Project Summary:
The proposed funding will be used to acquire 2019 imagery for western Puerto Rico. This imagery will be used as the basis for updating the existing, but out-of-date 2010 land cover data. The new date of land cover will provide current conditions for the western Puerto Rico, as well as change information between 2010 and 2019. This data will be incorporated as part of the standard product line produced as part of NOAA's Coastal Change Analysis Program (C-CAP). Was the imagery is acquired, Office for Coastal Management (OCM) staff will utilize that data to perform a change detection between the 2010 and 2019 imagery, isolate areas that were likely to have changed between those two image dates, and classify the new land covers present within these areas. That classification will include all land covers typical of C-CAP products. Initial classifications will occur in several phases, specific to certain sets of land covers (i.e. impervious, grass/shrub/tree vegetation, wetlands, water, and agriculture). Each set of updated features will be reviewed by independent analysts (separate from those who performed the mapping), in order to ensure that they meet the C-CAP specification (or that the appropriate corrections can be made). As each set of mapping tasks are complete, the data will be combined with those areas that had not changed since 2010 to provide a new, update land cover product.
Expected Outcome:
A 2019 high resolution land cover consistent with NOAA's Coastal Change Analysis Program (C-CAP), as well as detailed information related to the land cover changes between 2010 and 2019, for western Puerto Rico.
